I would recommend looking closely at real-world locations that use a lot of neon lighting, and try to replicate that look and feel. I think one of the biggest issues for me is that there is a general lack of a focal point in the image. It almost looks like two panels of a series of images. You've got the two strong focal points via the lighting, which others have brought up so I won't rehash, but neither focal point seem to convey a congruent story… -

I installed it over 1.0 in the default location as a patch. Also Photoshop cc 64 is installed in the default location. To me if I reduce the gloss setting it seems proper then.
