Yeah, I second what Predator said. Pretty much every part there could be optimized. Even the cannons shooting out of the skull's mouth has loops that could easily be removed. Great design though, wanna see it textured. :D
shouldn't have any problem trimming it down to a respectable polycount. for instance, there's no need for the trim on the arches to be modeled - texture that shit. you added a lot of shape detail to those panels on either side of the skull - in the miniature most of them are plane rectangles

Nice job dude. Feel like you've gotten the feeling of the concept. I'd say the jaw looks flimsy from the side though. It doesn't have any muscle or meat that would attach it to the skull. Thanks for the link. His drawings are great.
Good point, I hadn't considered that fact. I'll make them a little smaller but still a little larger then life, I like the for lack of a better word cartoony feel it gives it. Going to start working on the side skull piece next.
Fixed some Topology on the skull and finished off the edges for a complete base model for the Cyber side of the head. Next up will be adding details and creating the other side of the head fury style :) what have i gotten myself into here haha.
You might want to gather more reference than just the front view if you haven't already. One thing that is really bothering me is the lack of upper eyelids atm. They usually fold back into the skull when you eyes are open.
Were you going for a sad face in your original sketch? It now looks like a skull in your 3D concept. I can barely see your 3D model in the turnaround video, your model is taking 30% of the total space.
@Trawler: I'm not an expert in anatomy but neck seems very thing in the side viewe. You look at how neck muscules are connected to the skull. Here's my anatomy base. I'm going to try to make this high res model with 4096 textures.
