well license for unreal and cryengine is royalty based, shouldn't be a problem in terms of financing. Unity seems like a good choice at least for the prototype as you get the easiest code access.

The tessellation used to be different in UDK. Right now the mesh gets subdivided more and more times the closer you get, but at some point the tessellation multiplier was used to just control the amount of subdivisions and you could easily lerp between values based on camera distance...
