Why is it that if you have a layer with 128,128,128, copy paste that data, select either red/green/blue channel and paste this data, it shows up as a darker shade at 105,105,105. I agree with @PixelMasher, but only for multiplayer games (Overwatch, Fortnite, League of Legends etc.). The stream becomes one big ad. Energy conservation will kick in if your specular intensity is too high, most non-metals have around 2-8% reflectivity (linear space). Though it doesn't look like your spec map is super bright or anything so not sure that explains it, try turning off energy conservation though to see if that is the problem. What does it… -

If you're really dead set on turning off shadows for LOD 1 or 2 you can try just doing a linear object gradient on the Z-axis instead of putting the darkness directly in your maps. Looks like you want a standard game additive which is different then a glow or incandescense or ambient. Not really sure how you get this in a render.
