Haven't done that in Maya for a while... For realtime, 'Use No Lights' for your viewport. For renders, crank the Ambient Slider on the Material.

In realtime, no, it'd ruin any rasterized images. But you can bake from one uv set to another.

Toolbag is fine. Tbh, I have yet to see a nice, realtime render out of any Maya user.
