The only way it won't clip into the legs is to hand key every animation, or use a cloth sim. Or use a cloth sim and then key those verts. -

APEX Problem
I use the APEX cloth in my project,but when the character moves ,the cloth will shake back and forth very fast so that it may break like the picture below Thanks for any help or suggestions maybe helpful -

hehe, it's funny you mentioned the Troika, the guy who wrote the cloth system for bloodlines works for Mythic now. No cloth for us though, too expensive.
