Indoor/outdoor/hybrid/linear/open-world/multi-storey/fpp/3rdpp/top-down/isometric/sidescroller? What have you got in mind? A simple 2d plan sketch is a good place to start. Planning the assets to a real-world scale/grid is very important if you intend to build a modular level.
Wow incredible detail, like the clean regal look, reminds me of how I felt first time I played GOW, except your work is without all the destruction and wear. Great also to see how you build you modular pieces, I'm definitely learning just from seeing it!

Thanks for your kind words and feedback Ashervisalis,Yes the buildings are composed of a few modular pieces and tileable textures,I made the snow fall-off for some parts of the ground a softer because I wanted to add some variation to the amount of snow accumulated on the ground,Might have made the fall-off too soft though.

New thing - I'm getting accustomed to using modular pieces in preparation for a complete building. Here's a WIP. I had to add extra geometry to the low poly to get a good cage push, will optimize later when creating LODs. I'm creating some traffic poles with signs and traffic lights, security cameras, etc:
