@PogoP I have a file called City17.7z with UE4 project, size is 1.41 GB, file dates inside are around October 2015. If that's it (and it looks like it, downloaded February 2016), I can upload it for you. Not sure if it was the latest available version at the time though.
No I'm on Max 2016. I know Max 2012 had some rather bad vertex color issues, but no idea on 2014... The steps seem fine, assuming your selecting subobject level 0 first before creating the vertex paint modifier too?
After so many problems and time issues I managed to finish it haha. Modeling and unwrapping in 3ds Max 2016, baking and texturing in Substance Painter 2, render in Marmoset, 4K textures, 2.939 polys. Learned a lot from it, thanks Polycount for the Challenge.

hi Revic, Sorry, but I'm still unable to open up your Max13 saved file. It still registers as a 2016 Max file. Any chance of throwing up the Hi and Low polys as either FBX or OBJ (preferable OBJs). Still willing to help :)
You want to look at the polySelect command with the -lpt and -rpt flags. The flags require two arguments of the edge number only, like so: polySelect -lpt 32 36; http://help.autodesk.com/cloudhelp/2016/ENU/Maya-Tech-Docs/Commands/polySelect.html#flagedgeLoopPattern
