Is your compression setting set to TC_NormalMap? Don't know what you mean by "-1,-1,-1,0/1,1,1,1 uploaded as a NM map".

Yeah stick with generic units. I find a good scale to be 1 generic unit = 1 centimeter (don't use metric/etc.).

Yes UDIM layout vs 0-1 Space. If you use 0-1 the only option is to use a higher texture resolution.

1 unit = 1 meter, most of the time. I don't display the units though, I find that a bit troublesome for input, in Blender.

Were you doing retopo twice, 1 after the block out, and 1 after the HP was done? Was the first retopo really necessary?

Send all but one of the faces into 1-2 UV space instead of 0-1, then move them back when you've baked it.
