Like a lot of others. The way layers worked before was tons better. But they modified to introduce the animation features, that are useless for almost everybody. Damn you, Pixologic.
I have had this happen before on certain meshes and it sounds like a bug. I'd suggest submitting a ticket with pixologic. https://support.pixologic.com/Tickets/Submit
During the zbrush summit at the end of this month I hope that pixologic announces that they've inserted 3ds Max into zbrush. Or at least the low poly modeling aspects.
I dunno man, part of me says that if this means Pixologic will finally update GoZ to work with the latest versions of Maya that this can only be a good thing.
have you seen the Siggraph worksghop recap from pixologic? there is a workshop there from Jason martin (ID softwhere) going through his fibermesh workflow. Link
