its very likely that your UVs are not straight. what should happen? unless you straighten those UVs, this is to be expected. As your texture resolution is so much lower than your mesh resolution. you could blur and level the result to interpolate a bit tho

I suggest that you just watch some tutorials about the basics of SD. The resolution is inherited as you go further with your node tree, so try changing the resolution on some of the leftmost nodes.
I don't have experience with core, but try a couple of strokes with the simple brush before raising the resolution of the model. This happens in ZBrush as well if the geometry hasn't changed enough before trying to raise the resolution.
Have you tried increasing the dynamic shadow resolution at all? In the upper right, type r.Shadow.MaxResolution and then whatever resolution you want to set it to. There are a lot of commands in there that aren't exposed to the normal engine settings menu.
I think some emojis may be in high resolution, like SVG or large raster images, to be used in devices with high resolution like tablets. If you don't own Illustrator CC, Inkscape is fine.
This appears to be working as expected. I have the same resolution monitor as you: I will however add a new suggestion to our ever growing list, that we be able to scale up the interface for larger resolutions.
