The best website to show any noob dev is Your Game Idea is too Big I think it low balls the "existing IP" check mark, I actually looked into purchasing an obscure IP to make a remake and it was valued at $100,000. I have an Nvidia 330M 512mb, 4Gb Ram and a i7 2.6 (mac book pro) it runs black ops really well at 1440x900 4x AA. All settings on high. I'd do some research on ATI gaming chips and 3D apps.
