Low and High being at the same point in space shouldn't cause any issues. Normally you want to build your mesh and export that as xxx_low.fbx (with proper uv), import that to ZB (if your lowpoly clean enough) and do further detail pass and export that as xxx_high.fbx. yes it works, in many cases it is not needed but it comes down to how lowpoly your model is, if you have pretty bad shading in the lowpoly, the normalmap will have to do a lot of work to fight against it.
