it was some good visibles, with a decent plot, horrible writing, but chock full of tons of things falling down to make the kids chuckle. i need to watch the first one again cause i don't rember it being so much a "cartoon" i wanted to like this, but really just found myself wishing for it to be over.
i saw those turtles on cgtalk, didn't know it was you, but my first thought was this: Your composition of that image is bad. It could be so much more cool. Go find some videos of ninja turtles cartoons or the comics or something and copy one of their layouts, because yours is just killing your cool work.
XSI, users. Capcom studio 4, CyberConnect2, whomever made that terrible dragon riders 3d cartoon, and a bunch more I am unaware of. I think I seen it in a Halo Reach making of somewhere but not entirely sure... So best modeling package for vidya games?...how come nobody mentioned Zbrush?.
If you're going for the Chibi style, I would look into more references. Usually they omit the neck and join it with the rest of the body, or the proportions are modified so the Torso and Legs/Feet look equally stubby. Even though it's a cartoon, I think a big head still needs a stylized body that can support its weight.

If you are making a medieval game you can't just go scan some imaginary village, you would still need to make it. Creating modular designs would be a much better way to make a city than scanning a refurbished medieval house. Cartoon graphics and hand painted textures can't be scanned either.
