As people are saying the proportions are off; Head to waist vs waist to feet, apart from that the neck is too wide and gives her a mannish bodybuilder look. You could get away with an ffd modifier, expand the top half or contract the lower half. Keep going :)
Im not sure if you are going for another type of shoulder armor but from what i can remember space marine shoulder armour is alot more rounded at the top from the side view, so maybe put a ffd on an modify it alittle.

Isn't the Twist parameter of PathDeform working for you? What about using a Twist modifier on all of the segments before you PathDeform? You could use the Clone modifier to control your segments and use Rotate to turn the segments to get the same kind of effect as the Twist parameter.…
