I thought the reason for the delay was for PC optimization, but why would all the Gamestops and Best Buys in my area have the PC version in stock in their back rooms but are simply waiting for the 26th to put them on the shelves? Yep, Just one UV layout. It has a unique unrwap with careful attention paid to the orientation of the tiling paneling. The tiling for different maps is set differently. There are also some decals on the exterior for text. With the decals, the entire exterior texture maps add up to ~11.5mb.

Well this is awesome. Since you mention UE4 as your endgame, have you considered using deferred decals? See here and here. I've found them to be excellent for the T-55 type vehicle I'm working on. I'm also using Piotr Bieryt's welds as decals, which you might find useful.
I'm not exactly sure what you're talking about, but creating assets for something they intend to release a decade from now is idiotic. We might not even still be using traditional polygons by that point. Any number of things could change completely. A decade or so ago we didn't even have normal maps.
