isnt the whole scene post processed nowardays anyway since the renderer only creates them passes(diffuse, specular, normal,depth) and the rest like lighting and shading = one giant horny pixelshader over the screen buffer one does call that deffered shading

a useful alternative is combining sprites/sequences to a single texture and then animating texcoords, however then you loose tiling ability (unless more costly pixelshaders are used). emulating the "coded" effects as Eric pointed out, would be best done via maxscript, else you would need to set too many keys manually.
the image your using as the background is still all pixelly too me looks like it's spotty but nice improvements and maybe since it was a test lets see some wires/texture sheets to see how you handled your polycounts? If you want crits on the whole schpeel.
