Never use normal map for grass or spec map for that matter. Unless of course grass is 1.5m tall and and have more varied vegetation in. And even then I suggest not. Simply because grass is sually heavy repeated object over map and each texture can reduce perfomance. Not to mention that noone will notice lack of any maps… -

Looks like your missing some small/medium dense vegetation that would help bed things in better.
