to simulate the mipmap blur for the time being, couldn't you just have two cubemaps, one at 1k, and one at 128 res, and lerp between them? -

It could relate to the scale of your mesh. Especially if the noise scale at 108 looks so very tiny. Try scaling the mesh down in max and reimport it. -

I pity the loss of the car more than that individual. Really, drinking or not, the suspected speeds he was going (110+) on a 35/45 mph road are inexcusable. -

Bottom-left is the UV layout for bits that will have transparency (the flipper, tail and feet), and bottom-right is the body, "leg" (stumpy as it is) and head. Both 128's. -
