Local X rotation on a biped finger twists the finger, Local Z curls and Local Y rotates it side to side. On a biped it will require a sub-animation controller, before you can wire anything to it. Without it you get "available". Even with the right sub anim controller it only works on the local axis there is no possible way… -

One easy way is to add a vertex paint mod to your highpoly and using the vertex paint bucket fill each element with a different colour. The quality of that video is pretty bad, its hard to tell if the gizmo is actually highlighting the vert or if you're grabbing an axis. If you hover over the center of the gizmo it should unhighlight all of the axis and put a little circle around the vert, then you click and can drag it around. Which is the core difference… -

Also if you're using 3dsmax2012 you can do similar tasks without using peel mode. I personally don't trust peel mode yet enough to use it all the time, with it always on it's always trying to relax and I forget that, with quick peel it sometimes works but not always and there are some times some action I do triggers some… -
