Right so I've reshaped my model and I've gone down considerable in density so i can begin to define my shapes more. As you can see they're a lot of bubbles on my model that I need to fix and define. Also this is the reference I've been using
Niiiice. Yeah this definately has that vibe. I'd watch the ripples on the right leg just before the boot as they seem to go a bit funny but the rest is sick. Really good job can't wait to see more. The weapons awesome could definately picture tht 55joe really good job.
there's definately alot wrong with the face :( and there still is... but i've deleted some loops, fiddled around.. he's looking better - but not quite there yet. staring at his face has been freaking me out.. hes definately in the uncanny valley although i think my profile view is sorta good
What have you tried, what did you have trouble with? Generally speaking, you can define the major planes and curves in isolation and then connect them, or define the whole object at a low res and subdivide it into a smoother surface... but without more specifics it's hard to prescribe some technique
Yeah, the base is grabbing my eye too much. Thats said the Rock/Metal is very nicely defined in the geometry. I'd do more in the diffuse/spec to define the shackles/belts as a diffent material. There should be a pidgeon doing a poop on his shoulder :) Reminds me of shale from dragon age

I also have been gradually tweaking the specularity and gloss of the paint to try and achieve a more…
I agree with what the first two said. It needs far more contrast and you need to define volumes. I also reread the polycount about 5 times. How is this 3000 polies? try and use them to define more silhouette. This does not look like a 3000 poly model.

Latest update: Again critique would be greatly appreciated, I've tried to follow your advice as close as possible; I still am yet to define the muscle groups of arms/hands/feet. Cheers! EDIT: I realised I had changed the eye shape and not defined the lip corners; fixed below:
