Each place I look is over-seas :[ (or too much cash). Y'know, ever since we outsourced our large ball making tech outside of our nation, we've taken a dive economically. Think about it.
@st4lis: Most of the artists are external too, so we've been outsourcing art overall. It's all been surprisingly stylistically coherent, something we thought would be difficult to maintain with a fairly large team. Still is, of course, but not unmanageable!
Eastern Europe - outsourcing studio - yes, you can live well since the living costs are so low, I imagine as a freelancer you could earn even more if you work directly with clients over the Atlantic.

He's also the guy that said something along the lines of f@#$ north american artists when I can outsource to china, so its been my personal vow to kick him in the balls if ever meet him.

There are exceptions. Outsourcing the HR-type duties when a company is big enough to need that sort of support but not so big that it's worth having people for it full-time can be paying less to an agency than they would to have someone to do it onsite.
