Checking/unchecking axis constraints does nothing, apart from what you'd expect it to do, which is enabling/disabling the axis constraints. The dropdown menu is set to standard. This is what my Grid and Snap Settings window looks like: Unfortunately I already knew all that, but thanks anyway.

What about using the "Normal Align" tool? To snap the star object to the surface of the other object. You could also try using an attachment constraint... or was it called a surface constraint? He, I recently finished my machine, object how ever you want to call it. And Now I want to animate it but when I click on the time line this happens.
