It looks more complicated than it actually is :D just generate some noise and put that on a layer on top of base anim. play with the noise layer's weight till things look good. set the noise to step key, and sample down to 2s or 3s for various kinds of micro movements. It'd be crazy to key it all manually.
An a5/a6 would be plenty sufficient. Even wacom's bamboo line is great, they are small but are still a pretty good experience. It's really just not worth looking at any other brands, best bet is to look around and find a good deal on a wacom. Maybe even be able to find some intous 3s/2s at a good price as well.

The latest character is really dope. Feels like something from the Adam demo for Unity or a sci fi Dark Souls enemy/npc. Regarding baking, I would recommend you to try out Marmoset 3s baker, as you do not have to have a proper naming convention and you also do not have to explode your mesh. Good luck.
