It really depends on the model and how its designed and how it's topology flows. 1 bone per vert is pretty harsh and I wouldn't expect much especially in joints that rotate on more than one axis like the shoulders, hips, wrists and ankles. 2 bones per vert is pretty janky but manageable. 3 bones per vert is pretty standard… -

Here's a technique i've picked up you might be able to use for rope. Model and UV your rope like a standard calendar, don't split it so it's just a very simple cylinder that has no horizontal splits. Yeah, like Mike said. Right now we use the default auto uv stuff, which has a ton of shells. It doesn't really matter to some extent since the textures are baked and auto generated from tiling materials, but they're not ship ready.
