Currently you have to build it, but it's included in Houdini's Game Dev Tools if you don't want to. Also I think it's used in Modo? -

You can't turn it all off, you can only set data collection to "minimum"; and it is really anyones guess what that includes. -

That's because OBJ files don't contain any rigging/skin weighting data. It's purely format for models. FBXs do include that data. -
