You probably need to increase the AO ray distance, so it searches further for the ray hits. IIRC it's the Spread value in RTT? -

There is also a ray distance calculator in XN. It will auto generate the best possible ray distance based on your high/low surfaces. -

You'd shoot a ray from the vertex using the inverse of its normal for the ray direction. get the hit position and move the vert to it. -
