In most cases it's easier to make the low once you've finished the high (through retopologoy often), except if you're already sure of the shapes and don't plan on changing them much. But there's no strict way of doing things, test around until you get a feel for how things work best for you.

And then it should look much better, But I must say textures are needed for this, It looks like a toy at the moment without textures. But if I'm going to texture it I'm going to have to make the low poly.

Often something might be clean and not have anything special with the diffuse texture, but can have variations by changing the specular areas, showing the worn areas. Like rough plastic might get smooth from lot of wear, but you cant really see it except from the light reflecting from it, the shininess.

Some updated shots. Revisited the vertex painting on everything except the foliage, still need to go back and visit the dead plants. Fixed the grass made it a lot smaller and less intrusive. Cant figure out how to keep god rays while using tiledshot. So the images are just screengrabs

honestly thats looking pretty good for a first try. I think my advice for you is dont worry about it that much. everything is gonna be horrible in the beginning, and youl get better and better with time. there will always be flaws in your models and things you want to improve. the sooner you except that the better.
