play with the detail slider, right above the options button. also theres a reduce brush (Y) that you can use to simplify specific areas. -

Yes, it's broken. Thankfully I use Polyunwrapper which has a tile offset button (which, frankly, should have been added to 2017) -

Would you please click the Invert button in 3DO with DynaMask open (near to the opacity slider for paint) and tell me if that does anything here?
