When you render to texture, be sure that you have checked "use existing UVW" It might be the error -

I'm on windows 10 and the installer just gives me a "this app can't run on your pc" message. Admin rights, compatibility mode and developer mode did nothing. Am I missing something? edit: tried the mel script manually and get an error with Maya 2022 -

Thats a different error. That is due to 8bit bitdepth. You can bake a 16 bits normal map. -

Basically yea. Merge and delete things that don't directly contribute to the silhouette and/or don't create errors on the bake. -
