Update: I re-sculpted the pants and added a swordbelt & sash. I also brushed some red into the emissive to give his nose and ears a slight SSS effect. I plan on finishing the sash and sword belt today then moving on to the cloak.
I think he is unhappy do to his short stature. Really like the model, but for some reason the writing on his cloak thingies isn't bright enough. I feel like there should be more of a division between the red and gold.
hi Ben i wanted to chip in that for your cloak texture, adding smaller light waves in the fabric that cut across the large ones and pointed to pinch or snag points will make them look more involved and interesting. it's real quick and works well.
It's obvious that you're using the old duplicate mesh, invert normals trick to get the outline. But there are some problem areas where you need to correct the face positions on the inverted neck, for example around the neck line, and the clasps holding his cloak in place.
Alright, after some delays and difficulties, we managed to finish this cloak. Stefco's concept really pushed the technical limitations on this one from both a triangle, UV space and rig prespective. We are proud of the results and hope you like it. Majestic Mantle by Vayne and Stefco

Still trying to figure out how it's all going to connect. Thinking of maybe going with less of a lid, and more connected to him entirely. Using a cloak to cover up some bits and pieces maybe???????????? We'll see how it goes, just gotta keep exploring ideas.
You might want to put the cloak simply underneath the shoulder pads and gorget. You can still have a hood then, but it won't be hiding the work you put into those pads and it should be easier readable, going for something like this (not in details, just to give you an idea):
