Yes that technique works great for sculpting planes. I'm trying to make a tileable sculpt by offsetting my subtools that I then can continue to sculpt and integrate new subtools on the seams.

I'd say it depends on a lot of things...Texture budget, detail continuity (you don't want to break apart two polys that have for example a line that crosses through them)...
