i think it was 1500k triangles. texture size was 768 diffuse and spec, 1024 normal, 384 decal. weird i know, but thats what they asked for when i did it like 5 years ago.
I agree, I have put the most importnat ones in the shading pie in MACHIN3tools for that reason. I like using eevee via lookdev, while having the renderer set to cycles. Using the shading pie, I can still adjust the eevee settings. https://youtu.be/WdqpxrTLnOc?t=587

Of course you can go the manual way but this becomes very time consuming.
i7-5820K is $300 from Microcenter, 3.6 GHz boost, 28 PCIe lanes. i7-5930K is $500 from Microcenter, 3.7 GHz boost, 40 PCIe Lanes. The i7-5930K is only better if you need those 40 PCIe lanes. That extra .1 Ghz isn't worth $200.
I'd say ram and processor speed > videocard, in my (limited) experience. I don't imagine you really need much of anything more for maya (I'm running max 8 fine on >1ghz processor and 386 mb of ram, honestly,) but for Mudbox or ZB you want as much ram as possible, always.
