Add an Edit Mesh or Edit Poly modifier on top, select the vert, color should appear in the Surf Props rollout.

There is a "Preserve UV" checkbox in Edit Poly modifier if you want to edit a mesh avoiding UV changes.

Also the edit button is only selectable for custom commands, you can not edit the command for the default commands.

Ah yeah, -that- old bug. Converting to edit mesh and then back to edit poly seemed to fix it for me.
