Well, I spend a bit of my spare time going back and fixing the normals. It was just a trickle down effect, a bit of bad normals generated bad ao, bad ao generated terrible this, terrible this generated god awful that, so on... and it snowballed. I use nvidia's mesh-mender method by default, but likely you will have your stuff rendered… -

I wonder why you're using the Auto Smooth option in Blender? That would seem to be overwriting the incoming vertex normals? About synching: The glTF specification says renderers should use MikkTSpace tangent space with the OpenGL X-right Y-up convention to render a model with normal maps on it. Which means the baker needs… -
