Is this a render from Maya? What renderer? After baking, you want to make sure to NOT edit the baked normal map, nor edit the smoothing or UVs of the target lowpoly model. The baked normal map relies on preserving continuity from the bake process onward. Any edits can cause trouble.
It has to do with "Improve quality progressively" feature. turn that off and it'll be instant. Configure Viewports > Display Performance > Improve Quality Progressively.
