You might want to remake the leg again, and before you apply any solvers reset the scale and transform (NOT reset xform) in the hierarchy tab, down toward the bottom.

You should use the final world space normals after the tanget space transformation to mask the snow, so that you get some snow on the edges of those bricks

What are you showing in the left of the second picture, a bake or the two meshes overlapped? Freeze transforms maybe? Looks like only that nubbin poking out is getting baked.
