You should actually probably use the Normal blending mode instead as Replace will replace the height on the whole texture and not only where you painted.
I can not even replace the mesh when I click the reimporter (only maps). Not sure this is a bug. Would be good to be able to replace corrected mesh as a hot load. Using Suite 1.6.
the tablet should be fine, maybe try to replace the wacom nib with new one. if it's not working, you can keep your tablet but get a new pen. cheaper than replace them all.
