Blender does come with enough Python libraries to run itself. You only need a full install to run some aftermarket scripts. And who said anything about a modern computer? Blender will install and run on just about any hardware.
INTALLATION INSTRUCTIONS run the script, through maxscript -> run script... -> select the script under customize -> customize user interface -> toolbars -> category "FMC" -> there should be a macroscript there :) now drag that macroscript to any toolbar that you wish the button to run the script to be :)
ok, so does UDK run slowly with only a blank/default level open? If it's running slow with the level, how many assets do you have placed and how heavy are they? (in other words, is it the application or your work that runs slow)
I don't think you can, the FPS is just whatever fps the game is running with and will always vary to some extent. Unreal Engine is designed such that a wide range of framerates is supported and a game can run fine whether it runs at 30fps or 300fps.
Have you tried it with only one monitor? Have you run a memory test recently or ever, such as memtest86+ or the Windows Memory Diagnostic tool? (If you decide to run these they'll have to run overnight given the amount of RAM you've got.)
