You probably just need a shader that specifically supports an object- or local-space normalmap. The default Max FX shaders only support tangent-space IIRC.
I'm struggling to understand to be honest but.. Check that maya is using directX for its viewport display. Iirc. It will render white when a dx11 Shader is applied in an opengl viewport
My first Designer Substance with no direct tutorial reference. I looked at Plaster images IRL and created my own weathered texture. Had fun with Masks :)
