If you're using fraps to capture a movie you shouldn't need to cap the framerate for your game. Fraps caps the recording speed. It's a setting on the "movies" tab in fraps. It may be out of synch because your compositing software is using the audio at 30fps. It could be 29.97fps (NTSC standard). So It's slowly getting out…

My character was 11k polys but what I had hidden was my decimated meshes I used for my retopo. So everything in the scene was about 280,000 polys and 292,000 tris. Hiding things help the scene move smoother but deleting them is better. I don't know... does 280,000 poly seem too little to lag?
