It is possible. You need to generate the distance between the object position and the camera position, then use that as a falloff of sorts for your displacement multiplier.

Voting on the workshop is a farce, last year any skins I put up would get 80%+ positive votes and nowadays I'm lucky to get 60% positive despite my skins being higher quality now. < 50% positive is not uncommon.
