You could also calculate your scale factor manually and put that into the transform type-in field (just underneath the viewport), e.g. if the object is 28 units long and you want it to be 17 units, you'd divide target length by current length and get 17/28=0.60714
From what I've experienced, both 16 and 17 appear to be more unstable than 15. From my experience, I also know that the UVW tools in 17 are significantly more buggy than 15 and 16. If I were you, I'd get a copy of 15.
Yeah the 1 dead/stuck pixel policy is awesome, some companies you NEED 17!!! dead/stuck pixels to get a replacement. "Contacted Asus support and they told me unless there are 8 or more dead pixels they will do nothing." Also monitors are expensive to ship, about $17.

You have to be 18 years old to be able to receive paid work from what I understand, I just turned 18 and when I was 17 I was getting offers from outsourcing companies and other studios, but they found out I was 17 and they said I had to be 18. Good luck though.

I've got a 17" i7 Macbook Pro w/8gb ram and an SSD. Video card is mid range at best (GT 330M w/512mb), nothing crazy, but solid. I've used it to make some pretty heavy characters (in zbrush, mudbox & XSI), no problems. Light weight (as far as a 17" laptop goes), great battery life too.
