I know if i make two sculpting layers in a single layer Ndo group, it doesn't seem to work correctly thereafter, even if merged together. Here's a really easy way to get a basic circular grayscale map for that type of metal: Go in photoshop, have an otherwise empty white document, and use the "Add Noise" filter.
