I've had wierd issues like that on XP. This is kind of a shitty workaround, but erase the layer at 37% opacity (noticed it's at 63% opacity). It has something to do with that. The even stupider thing is, that i saves like that, and shows up on your model like that.
Actually, I spoke too soon. That got the image to render at 1 pixel off, but it unfortunately didn't render out at 1600 x 45, it changed the resolution to 1291 x 37 for some odd reason. Trying again with a target camera...

I woke up in the morning and I suddenly got the cravings for a shotgun, so I went out and found myself a picture of an Ithaca Model 37 and went on from there. Still needs something to cover those naked polygons, but I'll leave that for another day.
