Even using modular approaches (which might seem like bashing), you should figure out the large volumes first to get the proportions down. After that you can work on modular detailed sections that will fit.

It all depends on what I'm working on.
For a base environment layout, swoop it. But for a small prop, bash it.
I do everything once, perfectly.

Rough, Rig, test, fix, detail, unwrap, test rig again, fix unwrap, texture.

In the absense of copious amounts of artwork to look at, I've found it easier to bash a section of a level out so I can get a grip on the physicalities of a 'look' and then, swash; blockout, slight detail, blockout, slight detail, back to previous area and add a bit more detail. Rinse repeat.
Totally the wrong way to do things (so I'm told) but I'm a amateau not a pro so I can do things my way!! muhahaaaa (even if they turn out crap).
Using a 3D modelling app has changed that though, finding blocking out and then detailing much more useful.
