Now that I think about it I think I have seen that guy before, down of 7th and pine begging for change... I doubt Bill would have anyone killed, to easy and too cheap. I bet he would get a bigger kick out of slowly rotting someones life away until they have nothing left but to hold a cat hostage and taunt the police into shooting them.
