  You might get in touch with "The Regressor", he's very enthusiastic about that kind of modelling - emulating PS1/N64 low poly styles.

  Clouds hair spikes are too thin, but otherwise looks quite close to the originals.
  As far as communities go, I don't think there are any that focus on creating retro 3D art anymore. Here are some artists whose works you might get some inspiration from though.
