how to make material

Hi all,
I am looking to make a specific type of material. Part of the material needs to be metallic while the other part needs to be flat. Its a wallpaper. See the enclosed image. The gold is metallic and the white is flat. I have a jpg that I am using for the wall paper right now.
How would I go about making that?
