Does it make sense to use 2 of the same procedural noise (or whatev) in one substance?

You would have to pay for it twice.

Performance issues tend to come from huge serial nodes like multi material blend rather than the noises though

Once cooked to sbsar, these occurences are optimized and the noise will only be generated once.
